2.6 Inspection of Building Under Section 32 bis

1. Rules for inspecting the building under Section 32 bis, on part of main inspection
• Type of factory (With the building area of 5,000 square meters and more and with the floors of more than 1 floor per building)
• Criteria in inspecting building as specified in the Ministerial Regulation on the Criteria in Registration and Inspection Item 18 (2), which is the government standard
• In the year when there is the main inspection, two plans shall be added including equipment system maintenance plan and annual inspection plan.
• The inspection shall be based on visual observation and human sensory perception that must be safe for the inspector; there may be basic tools used for inspection such as tape measure, light/ sound measure and wind speed measure; this building inspection is not the performing of engineering or architecture profession.
• The criteria shall be regularly updated so that there would improvement of safety; whether the inspected building shall have to follow or does not have to follow the law enforced at the time when the construction is made, which aims at only the safety in using the building.
• The building inspector or the person in charge of the criteria in the inspection shall be deemed as the one who is knowledgeable in specifications and intention of the standard and law on safety very well and as the one who is respected and honored for performing the profession fairly.
• In each year round of the main inspection, the building inspection shall be done for at least 2 times. The building inspector shall present details of suggestions from inspection and the suggested improvement and correction as well in the complete report.
• The building inspector shall inspect the building at least under these criteria. The system and equipment installed in the building but not under these criteria to be inspected, shall be under the mutual agreement between the building inspector and the building owner.
• If the building owner cannot correct it under the suggestion in time, the building inspector shall prepare for the schedule to complete it under the mutual opinion with the building owner and then the building owner shall sign to certify.

• Level 1 (Minimum requirement)
This criteria of building inspection is issued under the Ministerial Regulation on the Rules for Registration of Inspection Criteria Item 18 (2) which is the government standard.
• The annual inspection shall focus on the inspection on the maintenance of equipment system under plan as specified in the main inspection report.
• The inspection shall be based on visual observation and human sensory perception that must be safe for the inspector; there may be basic tools used for inspection such as tape measure, light/ sound measure and wind speed measure; this building inspection is not the performing of engineering or architecture profession.
