1 The employer shall prepare for plan on safety at work for the construction work that shall be under criteria as specified by the Director General [1],[2],[3],[4],[5],[6],[7],[8]
2 The employer shall arrange the construction to be strong and to be able to support weight of machine and equipment safely and there shall be controller whose duty is to examine the safety at work before starting work and durign work in all steps for safety. [1],[2],[3],[4],[5],[6],[7],[8]
3 The employer shall keep the construction area clean, by collcting construction material and equipment in good place and shall separate the wastes by considering to separate or isolate or eradicate in order that such wastes would not be dangerous to or affect safety of employee, and shall provide for transportation of soil dug from the construction site. 4 The employer shall not allow the employee to work while there is natural disaster, unless it is the work for safety in construction site or to help or alleviate the incident, the safety of such employee shall be taken into consideration as well. [1],[2],[3],[4],[5],[6],[7],[8]
5 The employer shall provide for emergency light in construction area to be sufficient to be used when the light goes down, and shall have signpost stating the danger at all exits and shall provide for the signal sender while there are vehicles coming in and going out of the construction area, and shall post the number of agencies concerned to call for help in emergency case. 6 The employer shall not allow the employee to reside in the building which is during the construction or in such construction site, unless the employer already provides for safety measure and is approved in writing by the engineer, and the approval letter shall be kept at the construction site to be ready to be inspected by the labor inspector anytime. 7 For the installation and the use of electrical system in the construction site, the employer shall provide for plan of electrical circuit certified by the engineer and the employer shall keep such plan to be ready to be inspected by the labor inspector anytime, and shall provide for engineer controlling the installation and the use to be safe; this shall be under standard of the Local Electricity Agency; in case there is no such standard, then it shall be under the standard of the Engineering Institute of Thailand under His Majesty the King’s Patronage. 8 For the construction of building with the height of 15 meters or over or with total area in all floors or in any floor in the same building for more than 2,000 square meters, the employer shall provide for fire emergency alarm that can be heard all over the building. 9 The law specifies details that the entrepreneur or employer shall take actions for the employee whose work is concerned with construction including electrical work and fire prevention work, digging work and construction with foundation pile work, use of machine and forklift of temporary lift, sling wire, the work in the dangerous from falling from the high place. 10 The employer who uses machine and equipment for construction shall provide for annual certification inspection under type as specified by the Director General. [1],[2],[3],[4],[5],[6],[7],[8]
11 Plan on safety at work for the construction work shall contain details such as name of the project, name of activity, objective, target, budger, action plan, methods and procedures and period of time, expected outcome, method of assessment, review and improvement of plan, and those who are in charge. 12 The employer shall use sling wire and pulley to be under the requirement of the producer or as specified by the enginer, and shall arrange employee whose work in related with sling and pulley to understand the characteristics and requirement of the use of sling and pulley. 13 The employer shall inspect the sling and pulley, primary equipment to be in safety condition and ready to be used as specified by the manufacturer or engineer. [1],[2],[3],[4],[5],[9]
14 In using rope, sling wire, to pull, or drag materials, the employee shall provide for knot at the end of the rope or sling by binding it to be strong and try to pull or drag in order to check for the balance condition before actual work. [1],[2],[3],[4],[5],[9]
15 The employer shall provide for safety measure in the radius of work that be cause danger from using sling wire, or pulley since it can fall down or bound, and shal provide for signboard warning of the danger clearly at such area. [1],[2],[3],[4],[5],[9]
16 The employer shall control and be in charge by not allowing anyone to use rope, sling, or pulley in moving or danging from one place to the other place. [1],[2],[3],[4],[5],[9]
17 The employer shall provide for storage and maintenance of rope, sling, and pulley under the type, objective, and details and period of time as specified by manufacture or the engineer. [1],[2],[3],[4],[5],[9]
18 The employer who uses lift with the height of more than 9 meters shall provide for inspection of elements and equipment of temporary lift to be under the control of engineer for at least once a month. [1],[2],[3],[4],[5],[10]
19 While inspecting elements, equipment or controlling system of lift, the employer shall lock or shall provide for protection system to prevent those who are not concerned from getting near or using lift, and shall post the signboard stating “do not use lift” clearly. [1],[2],[3],[4],[5],[10]
20 The employer shall reveal general information and details of lfit including brand, the country of production, model, number of the lift, and manufacturing year, maximum lifting weight, name of the manufacturer, importer, and calculation particulars and data of the engineer who design in case it is the lift constructed by the employer.
