2.2 Preparation of EIA/EHIA/IEE Report
Details
1. Preparing for EIA / EHIA’s report
The entrepreneur shall check the code of industrial factory, shall check that the types of business conducted requires to have the Environmental Impact Assessment (EIA) or the EIA for the project or business that may cause serious impact on the community in terms of environmental health impact assessment (EHIA). In preparing for these 2 kinds of report, it depends on the types of the Project divided into 4 cases:
• In case of the project or business that must be given permission from the government agency and the project or business which does not have to be given approval from the cabinet
• In case of the project or business of the government sector, state enterprise, or the joint project with the private sector, that must presented to the cabinet for approval
• In case of the project or business that may cause serious impact on the community, for the project or business that must be given permission from the government, and the project or business that does not have to receive approval from the cabinet
• In case of the project or the business that may cause serious impact on the community in EHIA, in case of the project or In case of the project or business of the government sector, state enterprise, or the joint project with the private sector, that must presented to the cabinet for approval
2. IEE Preparing for IEE’s report
In preparing for Initial Environmental Examination Report (IEE), there shall be operation in case of the establishment of factory in the control area that is announced as the type of industry in the Attachment of specific law where there shall be the report, or in case of the area on which the Industrial Estate is to be located specifies that it is the area where the industrial factory shall prepare for Initial Environmental Examination Report, or is the industry that may spread pollution such as dangerous industrial waste recycling factory or factory with burning process. On some occasion, the submission for privileges of investment may need the IEE’s report in order for consideration by the authorized staff.
