3.1 Business Operation in the Industrial Estate

Part 3 is the stage of conducting factory business. It is the stage starting from that the entrepreneur informs of the business undertaking already. This stage is very important because it is the stage when there are a lot of rules and regulations to be followed by the entrepreneur, and there is the period of time as the condition of operation. It can be divided into general laws for all industries and specific law for only some particular industries.

In this Part 3, it is the stage when the entrepreneur shall consider the production process business, thus being related to the conditions to be followed on environmental management, work safety of the employees, risk management in factory, control and supervision of various systems within the building such as fire alarm system, emergency response emergency system, lighting system and electrical system, and human resources management or personnel management.

This Part 3 is the stage when the entrepreneur shall participate with other many agencies outside such as the Industrial Estate Authority of Thailand, Department of Industrial Works, Labor Protection and Welfare Department, Department of Employment, Department of Public Works, and Town, and Country Planing, Ministry of Public Health, Department of Pollution Control, Office of Natural Resources and Environmental Policy and Planning, Food and Drug Administration.

The business undertaking in the Industrial Estate requires understanding the Actions as specified by law in various aspects including environmental management, safety at work and risk management, hazardous material and chemicals, labor protection, building control. These issues are concerned by a lot of laws. This Project focuses on the laws that are concerned under 8 related Acts including:

1. Industrial Estate Authority of Thailand Act B.E. 2522 (1979)

2. Factory Act B.E. 2535 (1992)

3. Building Control Act B.E. 2522 (1979)

4. Public Health Act B.E. 2535 (1992)

5. Labor Protection Act B.E. 2541 (1998)

6. Enhancement and Conservation of National Environmental Quality Act B.E. 2535 (1992)

7. Hazardous Substance Act B.E. 2535 (1992)

8. Safety Occupational Health and Environment at Work Act B.E. 2554 (2011)
